As I am Swedish myself I can add that despite the snow it is not necessary that cold this day. Since the water is open it is probably late winter early spring and it looks pretty sunny so where she is standing it is almost certainly above freezing. If she is wearing a warm sweater and warm tights underneath she is probably more than comfortable like that. Her hands look a bit cold though, perhaps she has removed her gloves for the picture...
